Are electric skateboards legal in Portugal?
No statute names the device. No Portuguese text names the electric skateboard. Article 112(3)(b) of the Highway Code (Código da Estrada) treats as bicycles electric scooters, self-balancing devices “ou outros meios de circulação análogos com motor” (or other similar motorised means of travel — our translation), provided the motor's maximum continuous power is 0.25 kW and the top speed on the flat is 25 km/h. The Code does not say whether a board is such a similar means. Devices beyond those limits are to be governed by a regulatory decree (art. 112(5)). Riding one that exceeds 0.25 kW or 25 km/h in breach of that regime is fined €60 to €300, and the device is seized immediately (art. 112(6)–(7)). We did not find or read such a decree.

The spread is the point. These are neighbouring jurisdictions regulating the same object, and they do not agree on what it is, how fast it may go, who may ride it, or whether it may be ridden at all. A rider who crosses a state line is, quite often, subject to a different legal category rather than a stricter version of the same one — which is why a single national answer to this question does not exist and why anyone offering you one has stopped reading the law.
It also explains why so many rows say the device is unaddressed. Most vehicle codes were written before this machine existed, and a legislature that has not revisited them has not thereby permitted anything — it has left the question to a general classification and to your city.
