Every row is a month. Captures is how many dated Internet Archive snapshots of a shop's own product page we hold for that month. Below its own average is the share of those captures showing a price under the average that page has charged across its whole history. Difference is how far the month sits from that same average, on average.

November is in bold. It is not the cheapest month. It is not the second cheapest. On the measure that matters — how far a price sits from what that exact page normally charges — it sits 0.13% below its own baseline, which is indistinguishable from every other month on the list.
The tempting method is to count how many discounted prices appear in each month and declare the biggest month the sale season. It produces a confident answer and the answer is meaningless.
The reason is that we are reading the Internet Archive, and the Archive does not crawl evenly. Its robots visit a page when they visit it, for reasons that have nothing to do with commerce — a link posted somewhere, a crawl campaign, a site's own popularity that week. Counting captures per month measures the Archive's schedule. It would tell you the busiest month for web crawling and you would publish it as the busiest month for discounts.
So each capture is compared only against the other captures of the same page. A page that is expensive in absolute terms but is having a quiet month registers as below its own line; a cheap page having an expensive month registers as above it. The Archive's uneven attention cancels out, because it affects the numerator and the denominator identically. What survives is the only question worth asking: on the days we happened to see this page, was it cheaper than this page usually is?
What would change the answer: a November where the Difference column drops several points below the rest of the year, on a sample this size or larger. The page is rebuilt twice a day and will say so the day it happens, without anyone editing it.
