Do you need a license, registration or insurance for an electric skateboard?

Usually no text says so directly — but where one does, it can shut the device out completely. Of the 99 jurisdictions we read (50 US states, 13 Canadian provinces and territories, 8 Australian states and territories, 20 other countries and 8 cities), 11 require registration for the class the board falls in while a text says it cannot be registered (Illinois, Missouri, North Carolina, North Dakota, Pennsylvania, Rhode Island, Vermont, West Virginia, Alberta, Victoria and Hong Kong). 13 require a license and 8 require insurance, for the device or its class; Arizona and South Australia expressly exempt it from all three.

Anything self-propelled is a motor vehicle. “Motor vehicle” means “a vehicle which is self-propelled except a vehicle moved by human or animal power.” There is no power floor, no speed floor and no carve-out for small devices. Every vehicle on a highway must be registered. “Every vehicle driven, moved, or parked upon a highway or other public parking place in the state shall be registered under this chapter except when the vehicle is” — followed by twelve exceptions. Two matter here: a vehicle “moved by human or animal power”, and “an electric personal motor vehicle.” Neither describes a motorized skateboard. A driver’s licence follows the motor vehicle. “Every person exercising the person’s privilege to drive, or exercising any degree of physical control of a motor vehicle on a highway, vehicular way or area, or other public property in this state, is required to have in the possession of the person a valid physical or electronic Alaska driver’s license”. The exemptions name “a person when operating an electric personal motor vehicle”, and also a person operating an “other vehicle not designed for highway use as specified by the department by regulation”. Registration, and the fine. “No motor vehicle shall be operated, towed or parked on any highway, except as otherwise expressly provided, unless it is registered with the commissioner.” Operating unregistered draws “five hundred dollars for the first offense”, and not less than one thousand for each subsequent one. — Conn. Electric power makes a motor vehicle. “Motor vehicle” means “every vehicle which is self-propelled and every vehicle which is propelled by electric power but not operated upon rails but excludes a moped.” Hawaii names electric power in so many words. — HRS § 291C-1, read 2026-09-24

Motor vehicles are registered. “Every owner of a motor vehicle that is to be operated upon the public highways shall, for each vehicle owned, except as herein otherwise provided and except as provided in section 286-42(c), apply to the director of finance of the county where the vehicle is to be operated, for the registration thereof.” We found no exception for small electric devices in the list that follows, and no provision saying whether a county will register a board. A motor vehicle by default. “Motor vehicle” means “every vehicle, other than a motorized bicycle, electric-assisted bicycle or a motorized wheelchair, that is self-propelled”. Those three are the only exclusions. — K.S.A. 8-1437, read 2026-09-24

The exemptions end with the scooter, not the board. The list of vehicles that “need not be registered” ends with “(12) electric-assisted scooter; or (13) electric-assisted bicycle.” No entry names a skateboard. — K.S.A. 8-128(a), read 2026-09-24

What this does not settle. This is a reading of definitions, not a court decision. We found no text saying whether a board can actually obtain a registration, and we do not infer an answer. The general definition. In the traffic chapter, “Motor vehicle” includes all vehicles “except” a short list that includes “Vehicles propelled by muscular power; and” “Electric low-speed scooters”. In the registration chapter, a motor vehicle is any vehicle “propelled otherwise than by muscular power”. — KRS 189.010(8), (19), (26), read 2026-09-24

The scooter carve-out needs handlebars. An “electric low-speed scooter” is a device that, among other conditions, “Is equipped with handlebars” and “Is designed to operate at a maximum speed of twenty (20) miles per hour”. A board meets the speed test, not the handlebar one. — KRS 189.010(8), (19), (26), read 2026-09-24

And the registration rule that goes with it. Before a motor vehicle is operated on a highway, “the owner shall apply for registration in accordance with administrative regulations promulgated by the cabinet”. We quote it because it is the rule the definition triggers; we found no Kentucky text that says whether, or how, an electric skateboard could be registered, and we do not answer that for you. — KRS 186.020(1), read 2026-09-24

What remains: the general definition. “Motor vehicle” means “a vehicle that: (i) Is self–propelled or propelled by electric power obtained from overhead electrical wires; and (ii) Is not operated on rails.” The written exclusions are the moped, the motor scooter, the electric bicycle, the electric low speed scooter and the personal delivery device. The board is not among them. — Md. Code, Transp. § 11-135, read 2026-09-24

Registration — and the step we do not take. Each “motor vehicle, trailer, semitrailer, and pole trailer driven on a highway shall be registered under this subtitle.” We do not go on to say that a board cannot be registered, and therefore may not be ridden: no Maryland text we read says so, and that step is exactly what the blogs assume. A motor vehicle for the traffic code. “Motor vehicle” means “every vehicle which is self-propelled and every vehicle which is propelled by electric power obtained from overhead trolley wires.” It “does not include an electric-assisted bicycle, an electric personal assistive mobility device, or a vehicle moved solely by human power.” The board is not excluded. — Minn. Stat. § 169.011, subd. 42, 46, read 2026-09-24

And for the driver’s licence chapter. There, “Motor vehicle” means “every vehicle that is self-propelled, other than an electric personal assistive mobility device”, and “a person shall not drive a motor vehicle upon a street or highway in this state unless the person has a valid license under this chapter for the type or class of vehicle being driven.” — Minn. ⚠ But registration uses a narrower definition. For registration, “Motor vehicle” means “any self-propelled vehicle designed and originally manufactured to operate primarily on highways”. The duty to register applies to that narrower class: “No trailer or motor vehicle, except as is exempted by section 168.012, may be used or operated upon the public streets or highways of the state in any calendar year until it is registered as provided in this section”. Whether an electric skateboard is designed to operate “primarily on highways” is a question the statute does not answer, and neither do we. — Minn. Stat. § 168.002, subd. 18, read 2026-09-24

Registration, and the number that does not exist. “Every owner of a motor vehicle … which shall be operated or driven upon the highways of this state … shall annually file … an application for registration … containing: (1) A brief description of the motor vehicle … including the name of the manufacturer, the vehicle identification number …”. And driving one unregistered is a violation. “Except as otherwise provided, it is a violation for any person to drive or any owner or custodian to knowingly permit or cause to be driven on the ways of this state any vehicle which is not specifically exempt by statute or rule from the requirement of registration.” — N.H. The disability exception does not reach the skateboard. The section that lets a person with a mobility-related disability register and ride a low-speed motorized scooter on some streets closes with: “Nothing in this section shall be construed to authorize or permit the registration or operation of any pocket bike, super pocket bike, sport scooter, mini chopper, mini motorcycle, or motorized skateboard on any public street by a person with a mobility-related disability.” — N.J.S.A. 39:4-14.15(h), read 2026-09-24

The only opening: designated local property. “The governing body of any municipality may, by ordinance, permit the operation of motorized scooters upon designated municipal property, other than the streets, highways and sidewalks under municipal jurisdiction.” Counties may do the same by resolution. Such an ordinance must require local registration with proof of liability insurance, a helmet, a brake, a demonstration of riding ability, and a minimum age of 12 or older. — N.J.S.A. 39:4-14.14, read 2026-09-24

Motor vehicle — batteries included. “motor vehicle” means “every vehicle that is self-propelled and every vehicle that is propelled by electric power obtained from batteries or from overhead trolley wires, but not operated upon rails, including an electric mobility device, but does not include an electric-assisted bicycle”. The battery clause is unusual: most states stop at self-propulsion. — NMSA 1978, §§ 66-1-4.5(B), 66-1-4.11(H), 66-1-4.19(F), 66-3-1(A), read 2026-09-24

Registration: a rule for every motor vehicle, with named exceptions. Every motor vehicle “when driven or moved upon a highway” is “subject to the registration and certificate of title provisions of the Motor Vehicle Code except”, among others, “a moped”, “an electric personal assistive mobility device” and “an electric-assisted bicycle”. No skateboard is excepted. It is a motor vehicle. “Motor vehicle” means “a self-propelled vehicle other than (a) agricultural equipment, (b) infrastructure equipment, (c) an off-road vehicle, and (d) a power-assisted bicycle”. Step two: under 32 km/h it is a limited speed motor vehicle. A “limited speed motor vehicle” is “any motor vehicle that has a maximum attainable speed of less than 32 kilometres per hour on a clean, paved and level surface”. ⚠ Step three: the prohibition. “No person shall operate a limited speed motor vehicle that is not an electric kick scooter on a highway.” That sentence is the whole answer for a board that tops out below 32 km/h. — The Limited Speed Motor Vehicle Regulations, RRS c T-18.1 Reg 19, ss 2, 6, 7, read 2026-09-24

Above 32 km/h: registration and a licence. A faster board is not a limited speed motor vehicle, so the general Act applies: “No person shall operate or permit the operation of any of the following vehicles on a highway unless a certificate of registration or registration permit is obtained pursuant to this Act with respect to that vehicle: (a) a motor vehicle”. Motor vehicle definition. Road Traffic Act 1988, s. 185(1): “motor vehicle” means “a mechanically propelled vehicle intended or adapted for use on roads”. The Act does not name electric skateboards; the DfT guidance says of powered transporters that “they fall within the legal definition of a “motor vehicle”” and that “There is no specially-designed legal regime for powered transporters.” — Road Traffic Act 1988, s. 185, read 2026-09-25

Public roads. DfT guidance: it is illegal to use a powered transporter “on a public road without complying with a number of legal requirements, which potential users will find very difficult”. Driving licence. Art. 43: no one may drive a motor vehicle or moped who “운전면허를 받지 아니하거나 운전면허의 효력이 정지된 경우에는 자동차등을 운전하여서는 아니 된다” (has not obtained a licence or whose licence is suspended — our translation); art. 80(2) lists the moped licence (원동기장치자전거면허) among second-class licences. “Required for the class the texts put it in” means the jurisdiction's own reading puts the board in a class — usually motor vehicle — and quotes that class's duty. It is not a statement that a board can meet it; where a text says it cannot, the row says so.

Do you need a driver's license to ride an electric skateboard?

In 13 of the 99 jurisdictions we read, a text requires one for the device or for the class it falls in: Minnesota, North Dakota, Rhode Island, Northwest Territories, Nova Scotia, Nunavut, Saskatchewan, Northern Territory, Queensland, Victoria, New Zealand, the United Kingdom and South Korea. In most others, no text we read addresses it.

Do electric skateboards need to be registered?

Where the law makes the board a motor vehicle, registration follows — and in Illinois, Missouri, North Carolina, North Dakota, Pennsylvania, Rhode Island, Vermont, West Virginia, Alberta, Victoria and Hong Kong a text also says it cannot be registered, which in practice keeps it off public roads. Arizona, Wyoming, Queensland, South Australia, Tasmania and Norway expressly exempt it.
